The National Government, through the Department of National Planning and Monitoring and the Office of Higher Education, is carrying out a National Labour or Manpower Assessment (LMA) to inform the National Manpower or Human Resources Plan in line with the government’s Vision 2050.

The last LMA was conducted in 1982. Since then PNG’s socio and economic landscape has changed considerably. Recent demands on trained Human Resources have highlighted significant gaps in Labour supply to inadequately meet increasingly diversified demands. Our ongoing needs from existing industries have also commented on the quality and quantity of supply to match an advanced labour market demand and to keep up with a fast advancing global market economy. Hence this LMA survey intends to establish these gaps and highlight prevailing labour demands and, demand and supply issues, to inform appropriate policies towards redressing them.
